5.    Barriers to Voting

The low probability of one or just a few votes actually deciding an election is not the only factor that might discourage potential voters. Two general types of factors that also may discourage voters are information costs and high transaction costs. Below we describe these concepts and identify how these costs have been raised or lowered in Texas history through changes in the rules and regulations governing elections.
